Calls and texts work over 2G, which Vodafone Portugal keeps running for voice now 3G is gone, and 4G data should work (shared bands: 1, 3, 7, 20).

You should be able to put a Vodafone Portugal SIM in the Doro Leva L20 and make calls, send texts and use data.
