Yes, it should.

Works

Calls and texts work over 2G, which Vodafone Portugal keeps running for voice now 3G is gone, and 4G data should work (shared bands: 1, 3).

You should be able to put a Vodafone Portugal SIM in the Sonim XP3 and make calls, send texts and use data.

We worked this out from the phone's published bands and Vodafone Portugal's own published network facts (see How we check). Nobody has confirmed it for this exact pairing yet.
